Partiendo de la definici\u00f3n de los t\u00e9rminos de vulnerabilidad y riesgo, la relaci\u00f3n entre ambos conceptos y los diversos factores implicados mediante la consulta a expertos, se ha generado una estructura jer\u00e1rquica entre los factores que los generan.
