El objetivo del proyecto MUSA-HTL es aportar unas herramientas, conceptuales y estrat\u00e9gicas, y un cat\u00e1logo de recursos proyectuales que favorezcan la implementaci\u00f3n efectiva del paisaje en una planificaci\u00f3n y una acci\u00f3n sobre el territorio construida desde sus valores patrimoniales. Para lograr este objetivo, este proyecto de investigaci\u00f3n desarrolla una praxis para una acci\u00f3n hol\u00edstica en el territorio, argumentada desde el paisaje y apoyada en su contenido patrimonial, que aborda la totalidad de sus escalas de aproximaci\u00f3n. Se propone una nueva estructura com\u00fan de acci\u00f3n desarrollada mediante cuatro escalas de definici\u00f3n proyectual, con sus respectivas herramientas: escala territorial, paisaj\u00edstica, arquitect\u00f3nica y sem\u00e1ntica. La aproximaci\u00f3n multiescalar pretende asegurar la congruencia escalar, estrat\u00e9gica y conceptual entre la planificaci\u00f3n multisectorial y el proyecto de paisaje. En este sentido, el proyecto ofrece un marco para una experimentaci\u00f3n novedosa, a la par que efectiva, en las competencias de la administraci\u00f3n p\u00fablica que tienen como eje central la ordenaci\u00f3n del territorio, la urban\u00edstica, el patrimonio, el turismo y la arquitectura. Las herramientas que se desarrollar\u00e1n tienen como \u00faltimo fin dotar a las administraciones p\u00fablicas y a las empresas interesadas de un protocolo de acci\u00f3n y de un cat\u00e1logo de recursos proyectuales espec\u00edficos para la intervenci\u00f3n en el paisaje.
